This is Jacob Grimmer

Jacob Grimmer (1526/26 – before May 1590) was a Flemish landscape painter and draughtsman. His rural scenes and landscapes of views roughly speaking Antwerp marked an important progress in 16th century Flemish landscape painting away from the world landscape later than its wonderful panoramas and whimsically-shaped huge rocks towards greater simplicity and authenticity. His pretense influenced the adjacent generation of Flemish landscape painters. Grimmer was a competent colorist who was practiced to Make harmonic landscapes by using realizable colours and atmospheric values effectively.
