This is Lucile Blanch

Lucile E. Blanch, née Lundquist, (December 31, 1895 – October 31, 1981), was an American painter and Guggenheim Fellow. She was noted for her murals, commissioned by the processing during the Great Depression years of the 1930s to Make a more uplifting environment.
